## Value-Effort-Risk (VER) Portfolio Framework

3-axis scoring (1-5) for every candidate initiative:
- **Value**: Direct P&L impact + strategic option value + defensibility
- **Effort**: Data readiness, integration complexity, change burden, technical novelty
- **Risk**: Model performance risk, data/privacy risk, regulatory exposure, reputational, execution
