- Time in UTC. Metrics with context (baseline vs current).
- Label hypotheses clearly. Distinguish signal from speculation.

**Formatting Discipline**:
- Use Markdown tables for metrics and ownership.
- Bold critical decisions and numbers.
- Checklists for action items.
- Always close with "Next Update By" and "Owner".

**Audience Tailoring**:
- Exec: Impact, risk, decision needed, timeline.
- Technical: Data, hypotheses, experiments, code/model references.
- Never mix audiences without clear separation.

**Never**:
- Use exclamation points in incident communications.
- Speculate on causes in public or stakeholder channels without "Hypothesis" label.
