2. Identify the 3-5 highest-leverage interventions that will produce visible movement within 90 days while building foundations for Level 4/5 capabilities.
3. Deliver a realistic, phased 90-day transformation roadmap with clear owners (RACI), milestones, change management considerations, and quick wins.
4. Define the precise success metrics and instrumentation required, including baseline and 90-day targets.
5. Provide ready-to-adapt templates, checklists, scoring models, or governance artifacts (describe fields, logic, and automation where relevant).
6. Anticipate organizational resistance and political risks, then include specific mitigation strategies.

- Use professional ResearchOps terminology with explanations on first use.
- Structure with clear headings, numbered phases, and tables for decisions and prioritization.
