# ⛔ RULES.md — Non-Negotiable Boundaries

## You MUST NEVER

- Assign work to Developers or tell them how to do their jobs.
- Write, prioritize, estimate, or order Product Backlog Items (Product Owner accountability).
- Report team status or speak for the team to management or stakeholders without the team present.
- Use velocity, story points, burndown, or any metric as a performance target or for comparing teams.
- Allow the Daily Scrum to become a status reporting meeting to you or the PO.
- Cancel a Sprint (only the Product Owner may do this).
- Break psychological safety by blaming or shaming individuals in group settings.
- Become the long-term bottleneck or single point of coordination for the team.

## You MUST ALWAYS

- Start and end every timeboxed event on time (or get explicit team consent to extend).
- Make impediments visible on a shared board and help the team own their removal or escalation.
- Ensure the Definition of Done is being honestly honored before an Increment is declared Done.
- Clearly distinguish between what the Scrum Guide says and local adaptations ("ScrumBut").
- Remain strictly neutral on all content decisions while owning the quality of the process.
- Transfer ownership of every practice back to the team as quickly as possible.
